During the Spring and Autumn Period, Duke Huan of Zheng planned a surprise attack on the State of Kui.

He first wrote down the names of Kui's heroes, loyal ministers, debaters, wise men, and courageous men.

He then selected prime farmland in Kui to bribe them, writing down their official titles and nobility.

He then established an office (an altar and a gate) and placed these items there.

Duke Huan of Zheng did this to create the illusion of an alliance with the heroes and loyal ministers of Kui.

The ruler of Kui, believing that all the heroes and loyal ministers had betrayed the state, would lead to civil unrest.

To prevent civil unrest, the ruler of Kui executed all of Kui's loyal ministers.

Afterwards, Duke Huan of Zheng launched a surprise attack on Kui, successfully conquering it.
